Green and Leafy Vegetables 1/2 - 1/3 of meal?

Page 60 of the MWL book says that green and leafy vegetables should comprise 1/2 - 1/3 of our meals. Is this measured by volume (1/2 -1/3 of the space on the plate) or calories (1/2 - 1/3 of the calories on the plate)?
